Hi Justin,
I’ve managed to get hold of a Hitachi 2TB Touro Desk DX3 external HDD which is similar to mine only with a slower rpm and that works absolutely fine in Windows 10. It would therefore appear that my HDD has developed a fault and the problem is not the OS after all. Hitachi LifeStudio (LifeStudio.exe). With LifeStudio you will be able to find, organize, and share your photos, movies, music and files like never before. LifeStudio seamlessly pulls together all your digital content into one interface, so it’s easier to access, view, and share.

I have exactly the same problem with my Hitachi life studio 1TB USB external hard drive.
The external hard drive has worked excellent on Windows XP/ window 7/Windows 8 and on Windows 10 upgrade. A few weeks ago I did a full install of Windows 10 and in the last few weeks I have been trying to find answers just as you have. I know my external hard drive works I can use it on my laptop using Windows 7 with no problems use it on the wife's Windows 8 with no problems the problem is with the Windows 10. I also had experienced that my CD DVD drive no longer able to play noncommercial DVD movies but yet they play on all the other operating systems.

Have same problem as posted by JustinJJS posted February 2, 2016 have followed all your instructions and I still have the same issue. Hard drive is detected in device manager.
I thought that maybe the operating system did not load correctly so I uninstalled and reinstalled Windows 10 through my CD DVD drive.
Any help would be appreciated

thank you for the quick response my operating system is set up to receive and install updates automatically. I did follow up your request to check for updates .
Windows update return 'your device is up to date'. The hard drive has always been a little finicky considering to upgrade to a newer external hard drive I'm still able to use this one and two other PCs.
P.S. forgot to mention that I'm using a wireless keyboard and mouse and I am able to use USB drives.
thank you Deepika
good luck JustinJJS I will close my post.
